Shack-era drains over springs and ironstone

Black Rock began as a beach resort of tents and summer houses, and the tram ran until 1939, when more permanent houses were replacing the holiday shacks. Homes of that era were drained in earthenware with cement joints, so a cracked or root-filled joint is the usual cause of a slow drain. A camera settles whether a patch will do or the line needs relining.

Under the sand sit hard bands of iron-cemented rock, and the old stable court of Black Rock House is a rare example of the use of local ironstone. A trench for a new drain can meet rock that a shovel will not cut, so time is allowed for a breaker. Pipes laid across rock tend to crack where the ground changes, which is where a camera looks first.

Bayside says stormwater from any building must be piped underground to a legal point of discharge. The council confirms that point by letter with a services plan, and the letter decides whether a new outlet runs to a street drain, an easement drain or the kerb.

Black Rock questions

Cliff springs, meter lines and nature strip bonds

Why is the garden wet when no pipe has burst?

Along the coast, freshwater springs emerge at the base of the cliffs, and groundwater moves through the cliff sands. A wet patch is not proof of a leaking pipe, so a pressure or dye test comes before anyone digs, and a trench near the foreshore can fill with water as it is opened.

Who pays when the leak is before the meter?

South East Water says it is responsible for the meter and the pipes from the street to the meter. A leak on that side is reported to the corporation, which repairs it and reinstates the ground. From the meter to the house is the owner's pipe.

Does a dig across the nature strip need council approval?

Yes. Bayside requires an asset protection permit, with a security bond, before any construction that may affect council owned assets, and footpaths, crossovers and drains all count. The bond comes back only once those assets pass inspection, so the permit sits in the job's lead time.
